simple network monitoring software

Hello, I have to implement a simple network monitoring software on open
source basis.

As functions simple tests like email availability and a sending of a
test data file away to a file server and the following reloading of the
file are enough. This has to to be implemented as a Client
application, without server-side installation.

Doesn't it already give perhaps somewhat in the direction? Best
