- Slow dial-up connection over cat5

I just moved about 5 miles. At my old place I used to get 56K consistently,
but at my new place which is newly built and they have cat5 jacks in the
apartment I always get connected at 28.8 (connection is noticeably slower).
Nothing else has changed. I use the same computer, ISP, even same
connection number. Is there a remedy for this?
