You didn't say anything about the model / brand of the PC.

Seems to be a common issue, try reading some of the info from a
www.google.com search

Remove and reseat the RAM modules, then try setup again. If that
doesn't help, try creating a new boot floppy.

Did any of the Google articles help?

Another Google search adding the brand of computer , try another search
yourself adding the model , finds

It seems if you read some of the similar questions and answers , it's
down do do a complete reformat and reinstall.

Try a Win 98 Boot disk from - www.bootdisk.com

About the ms-dos extender error
http://support.microsoft.com/default...kb;en-us;87239

At this point I would usually use a utility to wipe the HD partition
data, boot from a DOS 6.22 floppy and install DOS to get the HIMEM.SYS
etc up and running then install Win after.

WIth the DOS setup you should be able to tell how much memory in total
you have and how mich is extended. If there is a memory problem at this
point HIMEM.SYS may not even run, and give you an error as well.
