do tft monitors run best at 60hertz refresh rate? are they intended to be
run at 60hertz refresh rate?

LCD's work differently to CRT's and as such 'refresh' rate is a non issue
with LCD's

For example each pixel on a CRT emit's light from the RGB phosphors each
time they are excited by the CRT's electron beam.
This light emission fades over time so the pixel has to be 'refreshed' with
more energy to maintain a constant light output.
As you may know the higher this refresh rate the less flicker our eyes
notice so 'Refresh Rate' becomes an important consideration when setting up
a graphics card/monitor combo.

LCD monitors on the other hand work by passing (or blocking) light from the
flourescent backlight through the RGB filter at each pixel location.
Each Liquid Crystal pixel can be held in an on (or off) state simply by
maintaining the voltage at each point, as such LCD monitors do not need to
be 'refreshed' in order to maintain their light output.

So just set it for what ever 'Refresh' rate works for you.

PS
TFT (Thin Film Transistor) is a subset of LCD and is the mainstream method
of controlling each 'pixels' on/off state.
DSTN (Double Super Twist Nematic) is the previous generation technology
where voltages developed between crossed wires controlled the on/off state
of the Liquid Crystal.
