- turning .tao or .ibq files into DVD/avi/MPEG/quicktime

I have a DVD disc from a digital video camera that due to a power
failure at a bad time wasn't finalized. I managed to get some data off
of it with IsoBuster in the form of a .tao and .ibq file. The video
runs fine on VLC so it's good data, but I don't know how to turn it
into something that I can either play in a DVD player or a more
universal video file format. I tried renaming the .tao file to .iso
and burning it as a disk image to a DVD but that didn't do much.
Alternately, is there any way I can finalize it on my computer, or is
that pretty much impossible?
