- USB 2.0 Problems - Reads as USB 1.0 & Drops Connection

Hello I have a Gateway Media Center PC that is about 3 years old, I
have done numerous upgrades over the years. My problem is that some of
the USB 2.0 ports read as 1.1 by XP when a device is connected, however
in the device manager it reads them as 2.0. Other then 1 USB 2.0 port
in the front, most of them drop the connection to the attached device
as well. Could it be my system is underpowered? New Power Supply?
Current Specs:
P4 2.8 gHz
1.5 Gigs Ram*
HD1- 250GB*
HD2- 300GB*
Nvidia 6600GT AGP*
Hauppauge WinTV PVR PCI II
Creative SB Audigy
HP DVD Writer 740b*
LG DVD Writer*
Original Power Supply

much difference. The video card would take a lot more power and so would
using maybe 3 times the original memory.
It's more like a problem with the ports if you fitted them, or the
motherboard.
The devices plugged in might be USB1.1.
