NVIDIA GeForce 4 GF4 MX440 64MB w/TV Dual Video Card

I just bought this fan for $9 off ebay for a friend's computer. The fan
appears to not be spinning too fast. Does this mean I should replace it?
What kind model fo fan do I need? The video card seems to work fine.
Doesn't lock up. I'd just hate to see the video card burn up over a $3
fan. Would lube speed up the fan? thanks.
