- Why cant I reach PHP.net?

Its not a DNS issue with my ISP, I can tracert to about jump 11-12
Im running windows XP home
Tried with both IE/Opera
pings time out but it resolves an IP address,
My other computer CAN connect to php.net using the SAME IP

Ive done all this before and I dont understand what any of this has to do
with why I cant get to a website?

Here is basicly what ive tried so far:
Im running on Windows XP Home
I have tried:
Clearing all browser caches/temp files/cookies
Using IE & Opera
tracert usually gets to 11-12 hops
If I ping php.net it does resolve an IP address, but it all times out
Ive cycled my modem (cable)
Ive called my ISP, its not a DNS issue on their side
Ive restarted my computer
Ive tried connected WITH and WITHOUT my router
Ive deleted the HOSTS file
I have no idea what else to try - Im almost positive its got something to do
with this computer... Im working with PHP right now and not being able to
get to php.net is really hurting me.

Can you ping or traceroute their upstream provider?

Your first post has almost nothing to do with my problem and your second
wasnt made very clear, can we put this in "Im not a network techncian"
