Windows XP boots twice

I'm not finding anything about this on the WWW. I'm not even sure how
to describe the problem succinctly.

What's happening is when the machine starts (cold or hot boot), it
POST's the goes to the Windows splash screen for a few seconds. It then
goes black and I hear it restart. After the drive spins up I see it
come back to the splash screen and it boots normally.

I don't see anything in the event logs that tell me what's going on.

Anybody here have a clue?
