Running Windows XP I find in the "Add/Remove" area of the control panels 24
instances of "Windows XP Hotfix" although thay all have unique ID#'s and
they don't show how large they are, I wonder if there is a point to having
this many of these actually "installed".

Looking in my Windows Folder I find that there are folders for each of the
Hotfix files listed like this: "$NtUninstallKB810217$". It seems that there
is one of these folders for each of the Hotfixes. Furthermore there is also
an independent "text file" elswhere inside the Windows folder and each of
those is unique for each "Hotfix" listed llike this: "KB810217"

Looking at each of these seperately I find that, under properties, the
folders are pretty small, most under 500kb ... but ... the questions
remains,

Do I need them and whay are they there?

some important system DLL may be reverted to an old version.

I think you can even delete the uninstall folders, but will be unable to
uninstall the hotfix. Check the MS support articles for each hot fix
some can't be uninstalled.
