Windows XP - Wierd Hang-problem when connecting to remote locations...

Recently, I've noticed programs running under WindowsXP are having an odd
issue when connecting to a remote loaction. The program hangs as it tries to
connect, and only becomes useable again when it either A) Connects or B)
Times-out. At first, I thought it was just IE (It was the only program I
noticed having this issue). Then I noticed it with mIRC, when trying to
connect via a Proxy. Other programs having this issue include Kazaa,
Bearshare, MSN, Yahoo and Outlook express. If it manages to connect fine,
there's no issue. But if there's a slight lag, or anything that delays the
connect, the program hangs and becomes completely unusable. Oddly, in cases
such as Kazaa, it also causes other programs to freeze up, and slows the PC
down generally.

I'm running on Windows XP, which is running through an XP wingate, via a
10/100Ethernet card and a 10/100 switching hub. We're on BT Broadband. Mine
is the only machine on the network which is experiencing this issue, to my
knowledge.

How many people are connecting to your machine that you aren't aware
of?
