- Blocking user's access to desktop background

Hi,
I'd like to know if there's some way an admin (me) can block the users
(them) from changing the background (to various 'hilarious' pictures.)
Help is appreciated.

If you have AD domain, then, make OU for restricted users and use GPO.
User Configuraion\Administrative Templates\Desktop\Active Desktop\Active
Desktop Wallpaper <- point that to some file (UNC) that doesn't exist (or
to file that you want set as users' background)
User Configuraion\Administrative Templates\Control Panel\Display\Prevent
changing wallpaper <- enable that.
