Can I change the keyboard layout?

I have installed Russian and Russian (keyboard) in my control panel -
regional & language options. But the keys do type the equivelent letters. e.g
type "e" and you get "y" or type "y" and you get "n". Can I customize the key
functions letter by letter, so that each key, types what I want. Or is there
a way to change the keyboard to Russian qwerty (the same as virtual russian
keyboards), in one go?
