i cannot change the desktop wallpaper when viewing my pics in my documents by
right clicking on the image or by selecting it in the left side menu. I
cannot even change it by right clicking on the desktop and selecting
properties to get the control panel. the background tab is there and i can
see some of my files in the list, however i cannot scroll through or click
any of the pics. please help me fix both of these issues

the tweak did not work! i still cannot scroll, highlight, or select any of
my pics in display properties as my wallpaper. ( they are greyed out)
i still cannot change my wallpaper by right clicking my pics in 'my
pictures' folder and selecting set as desktop background, or by choosing the
same option from the left side window border.
i have just discovered that i can change my desktop wallpaper if i right
click a pic off of a web page and select set as background. unfortunately
now i cannot remove it. in display properties the pics are still greyed out
and i cannot change the stretch or tile options.

Are you sure that you didn't click on Disable and get wallpaperdisable.reg?
Also try this one.
