THis will not do it for each user it will only do it for the current user.

I never said so. I gave you the registry key where this setting is stored
and it's your duty to apply it to other users, either by placing it in the
Startup group, or through other means.
To manage this setting using Group Policy, you may use the ADM file written
by Tony.

Or, you may customize the "default user" profile, so that the same settings
are applied for every new user that's created.
