Customizing power options

I am administrator of home computer, all others have limited user accounts.
I am trying to find a way to shut down the computer at a specific time and
not be able to be turned back on unless I turn on. Scenario:

Have teenager who we allow to stay on computer until after we retire for the
evening (9pm); however, we've recently found out that he's been staying up
too late. I would like to be able to set the computer to shut down at say,
midnight and not be able to be turned back on until the morning by me.

I've already tried power options and power on password, however, neither of
these accommodate the situation.
