How to find out which process keeps a file open?

Is there some tool to find out which process keeps a certain file open?
There used to be a utility "WhoLockMe"
(http://www.dr-hoiby.com/WhoLockMe/), but, alas, it doesn't work under
XP (at least it does not for me - it never shows *anything*...).

Does anyone know some similar tool, that works under XP (and preferably,
Vista, as well)?
