- Setting for screen margins

I am using a TV as the only display on an XP-MCE system. The problem is that
TV's overscan the picture so the border is beyond the screen edges. As a
result, my taskbar is below the screen and my first row and column of icons
are also off screen.
Is there a setting that tells XP to reserve an border of pixels as off
limits for the icons and taskbar?

No but you can adjust your monitor.
