Settings for .bat files?

When I right-click on .bat files (i.e. batch or cmd files) I see two
options "Open" and "Edit".
"Open" rus (i.e. executes) the file, which is what I expect (even though
IMHO the name is a bit unclear, too).
But if I select "Edit" it also executes the file, which is definitely
NOT what I would expect!

How/where can I change this? ".bat" doesn't show up in the Tools =>
Folder Options => File types list.
