Strange Network Observation

Sometimes when I'm viewing my network through Windows Explorer, I can see
the Icon "Entire Network" therefore letting me see everything. On
occasions, lately, the "Entire Network" is missing. Why does this happen?

2nd Question: I have a folder labeled "Public Write" which I share across
my home network. This is there for my kids to send documents to my
computer. I can review and send back to them. For what ever reason, all of
the sudden other computer cannot get to the Public Write folder. The only
change to my system, that I can think of, is the installation of Symantec
Norton Anti-Virus (2007) which I installed. I've noticed that it has the
Internet Worm Protection. But when I turn that off, you still can't get to
my Public Write folder that is shared. So I'm not absolutely convinced that
the Norton is causing the share issue or not.
