I found it among the many powertoys on this page
http://beqiraj.com/windows/powertoys/index.asp
it included in the powertoys version 1.0 English
when you install it gives you an option to do a custom installation...
I will give it a go...and install the superfast switcher only...

DON'T download from non microsoft sites unless you know them to be
reliable.

fast user switch has nothing to do with task switching.

Seriously, I noticed a lot of double icons too -- though not every
one. (I guess it depends on the program.) I finally decided it wasn't
any better than the standard Alt-Tab for the way I work, and it was
one less program to load.

And it is working perfectly fine.
Seems there was some other modified version already built-in in
my xp cd which was not functioning properly. When I installed
the one I downloaded from ms site, this one overwrote the one
that installed by my xp cd. So, when I uninstalled this one, I
got the default alt-tab back.
