Well... Umm... That's not a whole lot to go on but I'm going to consult the
spirits and guess that you've disabled the themes service? Start > run >
type "services.msc" without the quotes and hit enter > scroll down > find
themes > is it disabled? started? If not then right click on it, select
properties, set it to automatic, and then start it.
