- when i change icons windows always looks in a system 32 folder how do i change this

hi there,
i change icons quite alot and have them in a icons folder in my windows
folder. everytime i change icons windows opens up in system 32 and i
was wondering if there is a way to make it look into my icons folder by
default.
or if there is a better way to do it?
