DVD Compliant MPEG Files HELP

Hi,

I have some MPEG ripped from a Satelitte Receiver Hard Drive. When
Trying to Author them on a DVD I have two problems :

in MyDVD :
GOP value two high : 30 instead of 12 or 15
-> is there a way to reduce the value without reencoding ?

DVDIt 2.5 doesn't seem to have problem with the Gop value but tells me
that the bitrate is too high
That's the values opening the files in M2 Edit :

Real bitrate : 3000 Kb/s
Video bitrate : 15000 Kb/s

Systems :
format = Video-Only Stream
real bit rate = 2893214 b/s

Video :
stream ID = Not Applicable
format = MPEG-2
chroma format = 4:2:0
horizontal size = 720
vertical size = 576

Can some one help and tell me how i can burn those files on a dvd ?

The VBV Buffer size seems too large for DVD, but I really don't know
the number off the top of my head. (it would make sense that the
value would be too large--the size of the VBV buffer is essentially
based on the maximum bitrate)

You will need to reencode the video. If the actual maximum bitrate
is DVD compatible, then all you really need to do is to chop the GOPs
down to the maximum allowed by DVD, which would require fairly minimal
reencoding. However, I suspect you won't find a consumer off-the-shelf
tool to do that.
