FCP Print To Video HDV

I just finished my first HDV project, but as I print to tape, the
image doesn't fill the viewfinder screen (it's fills about 2/3 of the
window) and is small on the computer monitor as well.

Is that normal, or is there a setting I set incorrectly?

I would assume so, it's on an HDV camera, the Sony HDR-FX7. The raw
footage was shot in HDV and filled the entire viewfinder, so I'm
concerned that this edited version has gone astray in some way.

Looking in FCP's browser window, I see that the raw footage I imported
came in at a frame size of 1440 x 1080, 29.97 fps, pixel aspect is HD
(1440x1080), and the compressor is HDV 1080i60. I realized too late
that I did the editing in 720 x 480 frame size, but still with
compressor settings listed at HDV 1080i60, (I realized this when I
went to Print To Video and it said "The sequence is not compatible
with HDV Print To Video). So, I selected all the edits in the
timeline, copied them, and pasted them into a new sequence at
1440x1080.

Should this have worked? If not, am I doomed to have to re-edit the
entire program again? Any input you can give will be greatly
appreciated.

First, relax...;-)
Although I have never used FCP, I think you can do (conservatively)
the following. Do a "save as" with your original edit, giving it a different
name from the project that resulted in the incorrect output (720x480
stuck in the middle of the HD frame instead of a full 1440x1080
image of what you shot). Check through all the settings in FCP to
be sure they are properly set for HDV 1440x1080i60, upper field first.
I would probably go and find the 720x480 *preview files* (NOT the
capture files!) and delete these (or leave them, if you are not sure which
is which). Select the timeline part your video project and render it (or
wait until export to tape when the program should do that by itself), being
sure to specify HDV 1440x1080i60 upper field first. Export to tape.
In the process, FCP may leave a file of the whole video, usable in the
future for making more copies of the video. The video should now look
correct...
