- HELP - interlacing artifacts, but same temporal moment

Hello -
I'm looking at a downloaded AVI file,
and I'm trying to create an SVCD.
AVI is PAL and I'm trying to convert to
NTSC - but it seems to be the least of my problems.
The PAL avi is odd, it's 480*574, but the image has an
actual height of only 390 (centered),
having black space top and bottom of 93 each.
Also, many of the frames look interlaced, but if I use
virtualdub deinterlace filter and open the fields side
by side, they're identical, not temporarily displaced
as you would expect from true interlaced - yet, it's full
of the comb effects.
I think this AVI has been encoded wrong, and nothing I do
will really help.
Any thoughts on this?
