How do I remove video noise & do a 'Clip Frame' using Vegas Video 4?

I'm new to Vegas, so pardon my ignorance. I've looked in the online
forums and in the help, but haven't found the answer.

I would like to trim the camera noise from the bottom of my video that
lasts throughout the whole file, it's about 40 pixels high. How do I
do this in Vegas? Is there any site that can instruct me on cleaning
up my video before compressing it to MPG2 with Vegas?

Up till now, I've been using Tmpgenc's 'Clip Frame' & Noise Reduction
features on my DV AVI's, but I just bought vegas and would like to use
it for everything...that is...if it is better for removing noise than
Tmpegenc 2.5 plus.

If you just want to take some noise off the bottom of the screen, you can
simply use the "Track Motion" to zoom in a bit on the frame until the noise
is no longer visible.

You could use the crop/zoom tool to zoom in a little so that the ripple
disappears. You will also loose some of the original picture all the way
round.

Is the result of recording with a dirty head?

If you zoom-in you are going to add ambiguous pixels and lower the picture
resolution. Perhaps using a letterbox effect will chop a little off the
bottom and top and in the process remove the noise in the bottom of the
lower 3rd.

Try adding a black border instead. It will probably be masked when
viewed on a tv and will appear as frame when viewed on a pc.
