How to make a letterboxed 4:3 video out of 16:9 source?

How do I take 16:9 video and convert it letterbox format to view on a
4:3 set?

Source is DV avi shot in 16:9 on a Sony TRV-240 Digital8 cam. Tools I
have to work with are Virtualdub, TMPGenc Plus 2.5, Pinnacle Studio 9

You would make a normal DVD using whatever authoring program and specify in
the ifo files 'automatic letterboxed' using IFO edit. The disc will then
play back letterboxed on a 4:3 set or fullscreen on a 16:9 set.
Not sure but you may be able to do this in TMPGenc Plus 2.5. otherwise just
edit the ifo files after authoring with IFOEdit (free program)

I find it easier to just author the program normally (to VIDEO_TS folder
stage) and then edit the ifo files before burning. You run IFOEdit open the
ifo files in sequence. When you open the first one look for the video icon
(don't bother with the menu icon) , double click and tick the box 'automatic
letterbox' save the file - it will overwrite the bup file as well. Then go
to the next ifo etc etc and do likewise. Full illustrated instructions are
available either on the IFOEdit site or Videohelp.com It really is simple
to do I have taught an absolute technophobe to use IFOEdit routinely editing
4:3 programs transmitted in a 16:9 frame from DTV etc - it's a very old
program, it's free and does the trick!!

Surprise surprise, turns out Pinnacle Studio creates the DVD content
so that it automatically letterboxes for the 4:3 display.

However, IFO still looks like a program I should become familiar with.
