in Premiere Pro 1.5 you can have a video going, then have it stop on a
frame and it hold that frame out for a little while. I know I could
create an image of that laste frame and put it behind where the video
would stop and extend out the time on that image, but there has to be a
better way.

see FRAME HOLD. You can select the in point or out point to hold on.
