More mac MPEG 2 problems

Still having problems with Macintosh's encoding mpeg 2 to a DVD data
disc to be read on a PC system (Playbox)
I'm now trying MPEG2Works and it seems fine on the mac although QT
player wont read it even with the MPEG2 component.
MPlayerOSX plays it just fine. But save it to a DVD Data disc for
transfer to our public access station's PC based system and it doesn't
see any files at all.
There are lots of community groups using Macs for production and they
work just fine but this new system is not seeing anything at all
produced on a Macintosh.
FWIW I'm using FCP3 to produce the original movies and as I said
MPEG2Works to make the .mpeg file. This is then burnt to a DVD via the
finder using a Pioneer A07. Some people are using FCP 4 but still no
luck.
Any body got any sensible suggestions apart from throwing our Macs off a
tall building.
