I have a need for video editing software that can measure the pixel
separation of two points in a scene. I am trying to experimentally
measure how well someone can track a moving target with a video
camera. The track error (which is what is being measured in this
experiment) is the difference in the location of the center of the
camera's field of view and the center of the desired target. So, I
need some software that can import digital video (one frame at a time)
and allow me to measure the difference (in pixels or whatever) in the
camera's boresight and the target location and then I can convert this
data to track error (in radians by knowing the camera's focal length).

VideoRedo has an excellent frame capture (either to a file or to the
Clipboard) combined with extremely precise frame-by-frame selection control.
I use it all the time to extract and examine individual video frames to
compare such things as the performance of mpeg encoders, differences in
camcorder captures, etc. It is very low cost and I believe is offered with a
free trial for your evaluation before purchase.
The captured images can be loaded into any photo editing program (like Adobe
Photoshop for example) where you can enlarge the area of interest and
literally count pixel separation if you wish to do so.

stand to reason that it could do what you are asking. Cannot say with
authority, but if you ask this question on the Adobe forums, you would

Use the track feature of After Effects or Combustion or any tracking
software and simply observe the tracking curves. or apply that data to a
dummy object that you can view as the error
You could write a plugin to export this data although there may be a way to
do that already.

Oh.. you could also wire this data to a solid which would change size as the
error increases and overlay that over the video. Like an error bargraph.
