Maximum resolution for an NTSC DVD is 720x480. (You can also use half
or one quarter of that resolution.) In addition, you identify the video
as 4:3 or 16:9 ratio. I would guess (maybe) that you're outputting
DVD-ready video at full resolution, with a 4:3 aspect ratio. The
640x480 just indicates the apparent resolution when played on a pc? Not
sure about that.
Quality for DVDs is largely controlled by the bitrate of the video and
audio encoding--ie, how many bits do you want to dedicate to 1s of
playback? Naturally if you pick half- or quarter-resolution for your
output, you'll have an effect on quality, but I typically use
full-screen and reduce the bitrate to get smaller files.
