From the timeline of Premiere you could save the video as a Filmstrip for
use in Photoshop. Once done in Photoshop save it for use in Premiere.

Well, this would probably work, but is it ever a pain! First, because
the filmstrips are uncompressed, they take up huge amounts of space;
PS was unable to load a filmstrip of over a minute or so (no error
message, just didn't load it) of video. Plus, on top of that the
filmstrip has solid black / white text separators between frames which
throws off the auto-filters (since they consider these separators as
part of the overall image and that throws off the color/contrast
histogram).
Of course, one could create a mask to cut out the filmstrip separators
from consideration by the filter, and could break the video up into
very short segments to get this done. However, for 90 minutes of
video, this would be a very lengthy manual cumbersome process!! Is
anyone aware of anything that would be more automatic??
