Ulead DVD Workshop AC-3 can. Workshop is more intuitive and easier to
use than Sonic Foundry's DVD Architect. It's also more powerful and has more
-- and more polished-*looking* -- graphics. And I edit with Architect's
"companion" program, Sonic Foundry's Vegas 4.
With Architect, you may want to keep a DVD burning program on hand as
Architect has trouble burning the DVDs it authors. I've had to import files
into Workshop which were authored in Architect in order to complete the job.
As for UnReelDVD, unless you've mastered Photoshop and you have a lot of
spare time on your hands to assemble a finished product... But UnReel is
on sale right now for only $999 if you look hard. And Photoshop is about
$600 right now.
