DV is about 13 gigs/hour. My guess is that the 18 minute limit is
the FAT32 file size limit. Use NTFS if you want to work with single
clips longer than about 18 minutes. 30 gigs should handle a couple of
hours of DV, with space to spare for editing clips and temp files for
transitions.

If you get a new hard drive, just pick one at a good price point for
the size. 80 gigs is pretty good now, anything 80-120 gigs is more
than enough for starting out (6 hours of DV space). Check OS and bios
if the machine is older, as you may not be able to automatically set
up hard drives above some limit (there are workarounds, though OS/Bios
upgrades are the simplest).

Burn to DVD will need a DVD authoring program, NERO can do that but
there are others. You'll probably want a video editing app as well.
Some programs do it all in one.
