Answering my own post. Finally able to burn a working VCD! My first!

Problem was the use of:
Roxio Easy CD Creator v5.02(314) and the sub program "make a photo or
video cd/video CD"
MCI Mpeg Video Driver:ActiveMovie v4.00.96.0729
Meaning EZCD was not burning a good working VCD.
So here is what I did:
1. Got a musicvideo.mpg from file sharing, K*ZZ*; opening it in EZCD
told me it was NOT VCD compliant.
2. Used TMPEGENC to convert the .mpg to be VCD compliant,
www.tmpgenc.net
3. Acquired VCDEasy v1.1.6 latest from http://www.vcdeasy.org/, the
Free version. But, I was unable to use VCDEasy to actually burn the
..mpg file to CD, the way the application would normally be used.
These errors:
ERROR: No driver found for 'RICOH DVD/CDRW MP9120' (Use "Force Driver"
in the "CD Writer/Reader" settings page to set a driver manually)
ERROR: Cannot setup device 0,0,0.
I guess my CD burner is not CDRDAO compatible.
So I used VCDEasy to creat a CUE/BIN file instead.
To create a CUE/BIN image file I then followed this link

but you have to make one very important change
(bottom of this link under "Problems" discusses this),
in the CD Writer choice you choose "CD Image File Recorder".
It seems that even when you do choose your cd recorder VCDEasy always
creates a temporary CUE/BIN file anyway, but in this case the file is
left permanently so that you can access it and use it for burning by
other applications.
"CD Files" will be the name of the CUE/BIN that is created.
In "MPEG Video/Picture files:" you then add the VCDCompliant .mpg
file.
Then press "GO".
4. Next I used CDRWIN v3.8D www.goldenhawk.com to burn the CUE/BIN
file to a FUJIFILM CD-R 80min
I used CDRWIN because the VCDEasy Free version will not allow you to
load a CUE file.
5. Got big smiles when VCD played on DVD player!
