Tool to stretch video length by a defined amount?

Is there such a thing? Say I want to increase the length of an avi
file by a certain percentage or time, just as you can do with audio in
Soundforge etc.

Note that there are 2 levels and you have to select the one you
need. One basically just dissolves from one frame to the next,
the other actually interpolates from frame to frame. I think it does
a very good job of smoothing out motion.

Of course you wouldn't buy AE for just this feature, but if you already
have access to it or you have other uses for such a program (I use it
on just about everty project I do) then it is a good solution.

Adobe Premiere Elements (a under $100 NLE that incorporates most of the
functions of Premiere) definitely does time stretching and squishing for
video.
