- Video CD to/from ISO file?

I have a few minutes of home video that I want to send to family members
overseas. One person has a computer with a CD burner, but not any
VideoCD creation software. I want to make a file that he can download
and burn to a VideoCD, which he can then take around to other relatives
and play it in their DVD players, or distribute copies to them. Sending
them a physical VideoCD is not practical because of the cost and the
time it would take to arrive.
How can I send the data in a format that anybody with generic CD burning
software can create a VideoCD from it? Is it possible to create an ISO
file from a VCD that can be used to recreate the VCD just as it was on
the source disc? Or is there another format in which I would have to
encode the video to make this happen?

if the person you are sending the film to has Nero burning software then all
you have to do is encode your video to vcd format using TMPG and then send
the avseq.dat file to your friend
they then load the avseq.dat file into NERO and burn it as a vcd.
you can also do this with some versions of ROXIO software .....ask your
friend what type of burning s/ware they use and if it is capable of burning
vcd then thats you sorted.
Most MODERN burning s.ware IS capable of burning vcd.
