activex download issue in XP service pack 2

Hi all,

I have recently buid an activex controlle packed it to a cab ,
signed with "verisign class 3 code signing 2001 CA", the cab contains
a 1 ocx and 8 dlls , 4 dlls used for MFC updates. while I'm trying to
download it , it works all machines except Xp service pack 2.
What may be the problem in Xp service pack 2 , ?codedownload error log
show as Generic trust failure.

Eventhough it want to work without any settings change(in default
mode), I have tried with all securities as low and made all activex
downloads Enable, but then too .., no hope..,

I have given the permission of Initialization and scripting.
I have signed all the ocx and dlls inside the cab too.., then also no
hope.

I could register the ocx through regsvr32, but then too the problem
of loading it from html.

Anybody please help me, what the changes I want to make to work with
XP service pack 2.
