- Changing the shell in windows 2000

Hi,
i'd like to have a computer thats only running Internet Explorer.
I know that basicly all you need to do is to change a registry value
called "Shell" from "explorer.exe" to "iexplore.exe".
But it dosen't work, the OS dosen't start.
Something is telling me that I'm missing something.
Please give me a hand.
