- Force hard drive on

Is there a simple, reliable way to force the hard drive on
from within a program? The problem is slow access after
power management has shut it down. Obviously, I could
just read from a file... as long as it wasn't one that had
been cached in RAM. Seems there ought to be some more
direct way.
I'd also be interested in ways to keep the drive spinning
during sections of the program (multimedia stuff) where
lags are undesireable.
