Help 2 runtimes....

Why doesn't the Core SDK include the Help 2 runtimes? What's
the use of having a lot of .hsx and .hsi files I can't read. I really
don't feel like installing the .NET Framework SDK just the get the
runtimes--I have NO interest in the .NET Framework at ALL!
Is there another way to get them???
