- Device enabled but still appears disabled in Device Manager (Red-X)

I am trying to disable a device using setup api calls (similar to
devcon example). The call to enable the device goes thru successfully,
but sometimes the device still has a red-x in the dev manager. Right
Click shows "disable" option correctly. But the device is not
functional. Any idea why this might happen and how to correct it?
