Does anybody know for sure if windows 2003 supports PCI-Express MSI's
I was going to use WDF to get MSI support but all the documentation I see
only references Vista and later for MSI's. If not I'll have to change the
pci core
to use legacy ints.

Check out the discussion on NTDEV at http://www.osronline.com on MSI. The
simple answer is you will not see them as MSI's but AFAIK you will see them
as regular interrupts.
