- a question about usb driver of PCSC Smart card reader under 98 and me

I have finished one usb driver of PCSC Smart card reader
under 98.I found I must restart PC after I had setuped the
driver and I must restart PC after I plugged the device
out and into PC again.
How can I avoid these two question?
