The resource ID that you specify will be local to your resource dll...so there is no question of the ID clashing with one of the standard IDs which are defined in unires.dll
The only restriction on IDs is with stuff like OptionID. For example, in certain features the OptionID value has to be greater than 512. But this restriction varies depending on the feature
