This is correct. Users without "Load/Unload Device Drivers" privilege must have
no means of installing drivers. Forget about installing a driver without admin
rights. Check for this privilege in the installer and fail the installation
early.
Trying to bypass this security measure will turn NT to an absolutely unsecure
pile of crap.
Also note that installer failures if running with non-admin rights are common
for commodity software, including some MS's products. The vendors still assume
that any interactive user is an admin in NT.
