The problem was because (optional) [SourceDisksFiles] and [SourceDisksNames]
sections were missing in the INF file. DIFx documentation doesn't mention
that those sections are required for DifX to properly preinstall the driver.
I consider it doc bug.

I also see another problem with it. Uninstall entry for the driver in the
Add/Remove Programs control panel shows bogus disk usage. The CP thinks that
the root installation folder is Program Files and enumerates it all when is
opened (that takes *long* time). Add/Remove Programs applet tries to be too
smart, ends up being stupid. There is no hint in Uninstall entry that tells
where the files are located! It should NOT try to guess!
