- resource allocation for non-PnP device

Hi,
How hardware resources are allocated for a non-PnP device under windows 2000
?
I understand, for PnP device it is done under IRP_MN_START_DEVICE using
Translated Resources List.
But what about non-PnP devices ? Is there any samples available for non-PnP
devices ?
