- Too Many Surprise Removals shuts down USB port?

Ok, WinXP SP2 being used to program small devices via USB. After some count
of surprise removals, the port gets disabled and won't recognize any activity
until the port device is restarted (using USB Snoopy Pro's "restart"
function).
This problem does NOT occur on Win2K SP4, by the way.
Is there something in WinXP that will shut off a USB port, and if so, under
what circumstances? I can't find anything on this in the DDK or online...
All help appreciated.
